Since its formation in 2015, the Downtown Development Authority (DDA) has been a driving force behind the revitalization of Downtown Loveland—investing in infrastructure, supporting local businesses, and enhancing the overall downtown experience.

Through strategic funding tools like Tax Increment Financing (TIF), the DDA helps bring both large-scale public improvements and small, business-level upgrades to life—strengthening the district block by block.

Major Public Investment

The Heart Improvement Plan

The most transformative project currently underway is the Heart Improvement Plan, a multi-phase effort to reimagine Downtown Loveland’s core. In partnership with the City of Loveland, this project is rebuilding 4th Street from the ground up—replacing aging utilities while creating a more walkable, accessible, and vibrant streetscape.

Key improvements include:

  • New underground utilities and infrastructure

  • ADA-compliant sidewalks and crossings

  • Enhanced lighting, landscaping, and seating

  • Expanded patios and pedestrian-friendly design

  • Integrated public art and placemaking elements

This long-planned investment is designed to support economic growth and ensure downtown remains a destination for decades to come.

DDA

Downtown Development Authority

 The Downtown Development Authority (DDA) was approved by voters in February 2015 and authorized by the City of Loveland in April 2015 under Colorado state laws. The purpose of the DDA is to halt, prevent, and correct deterioration within the geographic district boundaries and to create and implement development plans for the Loveland Downtown District, utilizing Tax Increment Financing (TIF) for the completion of authorized projects that are part of a comprehensive development plan.
